Supreme court has ruled against policy authorizing court martial of former members of military.  Absurd to recall retired Kelly so that he can be prosecuted.  Besides, reminding military of lawful duty to disobey illegal orders is not treason or sedition.  Under the law, military is obliged to disobey illegal orders.   Trump administration has a history of illegal orders.  Questionable to order strikes against alleged drug boats and deployment of national guard at cities.
