Usually easier for prosecutor to get an indictment from grand jury instead of conviction from trial jury. Grand jury of random voters can be biased. ignorant of the law and directed by prosecutor. However prosecutors are more objective and normally don't prosecute weak cases because they don't want to waste time losing in court.
An interesting debate if you ask me.
