  During a government shutdown, federal workers
considered nonessential stop coming to work and
stop getting paid.   Essential workers in fields such
as law enforcement and the military stay on the job
- without pay - and both groups are **eventually**
reimbursed when the government reopens.

[ie, pay is "withheld" ...unless furloughed]

Time will tell if this disaster will be as long, longer, or close to it as the record shutdown trump caused 6 years ago.
