Allowing foreign soldiers as peace keepers is a reasonable solution. NATO is a defensive alliance that has never invaded Russia but Russia has a history of invading other countries. However Putin doesn't really want to end war. Refusing to negotiate in good faith or allow concessions despite being the aggressor by starting war. He only wants his military to finish job of conquering Ukraine. Russians believe Ukraine is part of Russia. Refusing to accept fact that Ukraine is a sovereign country recognized by United nations.
