On the permission by U.S. Pres. Biden of using long range ATACMS by Ukraine, Ukrainian Pres. Vlodymir Zelenski says this:  

"But strikes are not carried out with words. Such things are not announced. Missiles will speak for themselves. They certainly will."

ATACMS could reach 290-300 km inside Russian territory. Before today's Biden permission, Ukraine can only use these missiles to hit Russian targets inside Ukrainian territory, including annexed Crimea.
