And of course, Bill Clinton who promised to join ROTC to avoid the draft but never reported to the ROTC. 

More than half of the 27 million men eligible for the draft during the vietnam war were deferred, exempted, or disqualified as draft dodging was rampant. In 1977 Jimmy Carter pardoned all draft dodgers.
