Well lets see, here is how Latvia's 3P have gone:

vs Russia 1-3
vs Germany 1-0
vs Italy 2-0
vs Czech 0-2

And as for Sweden's 3P:

vs Czech 2-1
vs Denmark 0-2

So not sure really if this can happen
