There is a long history of US intervention in Latin America and Middle east not going well.  Trump plan won't work without oil companies investing in Venezuela despite political instability, risk of violence and world oil oversupply.  After Iraq war, companies required decades to revitalize oil industry.  

CNN reports that oil companies are reluctant to return to Venezuela because of risks.  Problems are low oil price, political uncertainty and oil infrastructure in shambles due to years of economic crisis.  Trump has a habit of putting rhetoric before reality.

NBC news report that Trump wants US tax payers to reimburse oil companies for the risk of investing in Venezuela.  This could cost billions of dollars over a decade.  Also he wants to sell 50 million barrels of Venezuelan oil to create his own slush fund.  This is illegal because only congress has power of the purse under US constitution.

According to Politico, senate democrats denounce Trump insane plan to steal Venezuela oil forever at gun point and control revenue from sale of oil.  This imperialism or colonialism amounts to an illegal takeover of Venezuela oil industry.  However industry analysts warn that oil companies face a battle to convince shareholders when other countries offer easier returns on investment.
